Designer looking for a Programmer for 1 job

  Here's a breakdown of what the project needs to do; there will be 3 levels of users:
  
  Users (view only): once registered for an account they will have a dashboard with forms/docs that they can view.
  
  Evaluator (add and view): Evaluators can fill out forms or reviews of users, and can save forms to be edited later. They should also have a dashboard of forms/docs. Any forms created or edited by the Evaluator should get a user stamp and a time stamp.
  
  Administrator (full access): Can add/view/edit/delete all forms. Administrators should get an email notification on forms added by Evaluators. They should also have a dashboard of forms/docs. Any forms created or edited by the Evaluator should get a user stamp and a time stamp.
