Designer looking for a Programmer for long-term partnership

  I have an artist competition site where artists create profiles, pay a fee, upload 4 images, and manage their accounts.
  
  There is a juror module where the juror is able to browse all the artists submissions, rank order them to come to a final selection.
  
  There is also an administration module that needs to be developed.
  
  This site is already in progress, but the current developer has become unreasonable in regards to deadlines and his responsibilities.
  
  I'm looking for someoen to fix his current work, develop more functionality and preform any maintenance.
  
  This will be an ongoing project with several more modifictions and expansions. I'm looking for someone who is serious and smooth.
