Programmer looking for a Designer for long-term partnership

  I am looking for an experienced web designer who has a PROVEN portfolio. My immediate requirement is to design a mobile version of the website.
  
  The good candidate should have atleast 5 years experience, and understand/code semantic HTML, CSS. He should also be have an idea of CSS3, HTML5 and preferably have a portfolio item to show it.
  
  If you have illustration skills that is also a plus. I want to work with the person for commercial and personal projects.
  
  Location is not an issue.
