Designer looking for a Programmer for 1 job

  I need someone to work with me step by little step because I cannot for the life of me get PHP installed on my Windows XP machine. Tried everything. Following the install file that came with PHP 5, I get errors. Tutorials, nothing. Even programs that are supposed to help or even do everything for me don't seem to work. I need to be able to run my PHP scripts on my Windows machine. Help!
