Entrepreneur looking for a Programmer for 1 job

  I am looking to develop a website that users feed via TEXT MESSAGING or EMAIL. I have an account with a text messaging service that will recieve the texts that can then be fowarded to moderators. the moderators control what shows up on the site once it has been sent to us. the information will show up as anonymous with only the area code from where it was from giving us a clue as to who posted it. once the information appears online users are given the ability to give a thumbs up or thumbs down on the post and also to comment on the post. after so many thumbs up have been given to a post it will show up on a different page listed as "best of"
  
  its a simple website, users feed via text messaging number and email. the info is the moderated by moderators. users vote on the content posted.
  
  i can design the page layout graphics. I am looking for the lowest cost as my investment budget has gone down alot
