Entrepreneur looking for a Programmer for long-term partnership

  I will explain very shortly and quickly.
  
  I am looking for team of programmers or individual mainly from Uzbekistan / India. The programmer should have advanced knowledge of XHTML, CSS, PHP and MySQL (knowledge of some frameworks etc.). I have lot of projects a month so you will get little busy.
  
  The programmer should know how to code XHTML/CSS valid template and it is recommended for him/her to know some of the PHP frameworks (CodeIgniter preferred).
  
  Last condition: VERY GOOD KNOWLEDGE OF ENGLISH LANGUAGE REQUIRED!
  
  Please provide these details in your offer/comment:
  - Hourly rate (only for information, you will not be paid per hour).
  - Instant Messenger which you use
  - How many hours a day will you be available on IM/e-mail
  - Anything else you consider as important information
