Designer looking for a Programmer for long-term partnership

  I am looking for a developer that can do two types of projects:
  
  1) Take PSD's to Wordpress through html, etc. I work with new technology as well such as SVG animations, mouse scroll, etc. I need someone who is going to quality control themselves in terms of site load, etc.
  
  2) Maintain and edit current client websites.
