  I am looking for a developer to complete a web portal using Ruby and MYSQL and knowledge of Peer to Peer video conferencing for a web portal solution. We need a knowledgeable devloper and after the portal is done we would need an IPhone and Android app to access the portal. We have a fixdd budget but after the portal is done and we get the funding we can extend this to a full time offer.
