Designer looking for a Programmer for long-term partnership

  I have a current website on a old CMS platform and I would like to create a new site (design, with all the same functionality as the old site) on a new, modern CMS like WordPress, Joomla and Drupal (or something as common and powerful).
  
  -The current site has PayPal integration, and that will need to be carried over.
  
  -The new site design is in photoshop (PSD file) and can be given as a EPS file or a Illustrator file. I will provide desktop and mobile graphics.
  
  -I am looking for a programmer for long-term relationship on this project.
  
  -Must be able to speak and understand English, there will be voice calls to discuss the project as it progresses.
  
  -Must have experience with "PayPal Flow" integration.
  
  -This new version of the site needs to be secure (HTTPS).
  
  -Lastly, the programmer must be able to either create new or transfer the old "custom design engine". This seems to be a sore spot for programmers. If you can not do this portion, then this project is not for you. To see an example of the custom design engine. Go to skinscustomized.com > Products > iPhone 4 > Click "Custom Use Your Own Art" > Agree to the terms > Upload a image to the front and/or back of the device > Then you will see the basic controls (move up, move down, rotate left, make bigger, etc.) > Add to cart. Please know that this will let you put a custom design or picture on the front and back of your device.

  ***PLEASE NOTE*** A attempt has been made and money has been paid. A developer has told me that they could do this project. And after I paid they could not. So PLEASE LOOK OVER THE REQUIREMENTS CAREFULLY AND ASK QUESTIONS. So, I am trying this again.
