Designer looking for a Programmer for 1 job

  I'm looking for an experienced developer for an Android (or IOS if possible) app.
  This app contains :
  - a market place,
  - user identification (endemic, facebook, google, linkedin),
  - the user can create and store some data (and eventually sell it). This data will presumably be stored in the cloud.
  
  I'm the UI/UX designer and I can provide wireframes and screens already designed.
  Please suggest me which technology you plan to use and if this technology can be deployed to An droid, IOS or both. ( My first focus is Android is Android but I'd rather be able to deploy on both platform. I'd like to be able to connect with the developer try Skype, Facetime or phone.
  I will manage this project thru an Agile methodology (Scrum), I expect you to be familiar with it ot to be able to successfully deliver incremental progress.
