Writer looking for a Programmer for long-term partnership

  I am wanting to build a creative writing workshop website. There are many basic features that I would like implemented, and there is one feature in particular that I have been told would require custom scripting. The website would run off of paid memberships, have boards/forums for the community, have an achievement/badge system, and more. Before detailing the custom feature, I would require that you first sign a nondisclosure agreement.
  
  I already have the visual identity taken care of. A logo, color theme, and typeface have already been determined for this website. There is no web design as of yet, however--either front end or back end--and this is something that I would require of you. After it is built, I would also require that you train me how to operate the ins and outs so that I wouldn't have to keep returning to you for basic help. I am a novice when it comes to programming--I'm only a guy with an idea.
  
  As I do not like wasting time--yours or mine--I am requesting that you provide a quote with a price range. I would like to firstly know whether or not I can afford you before going into the nitty-gritty. Please provide a quote that touches on:
  
  1) Building front-end and back-end of website
  2) Integrating multiple basic plugins/extensions/applications, notable ones pertaining to eCommerce, community boards/forums/profiles, a badge/achievement system, and a basic editor to submit works of writing.
  3) A custom script for a feature I will disclose at a later time. I am told it would require JavaScript to apply the feature to the front-end in a pleasing way.
  4) Training me to run and operate the website after the fact.
