Designer looking for a Programmer for long-term partnership

  I need a QUTOE to have a website coded on a CMS (I feel WordPress will not be able to do everything I need). So, I can add content and manage the site easily.
  
  GOAL:
  To create a website built on a CMS.
  
  WEBSITE FEATURES:
  -Must be responsive
  -Needs to have PayPal integrated
  -Need to be able to upload videos to the site
  -The videos need to be able to be tagged for "FREE" or "PAID" content, have tags applied.
  -Customers need to be able to create an account that is secure and lets them do things like save videos to their account.
  -Create a custom search engine for the site
  -Needs to have blog / blog features integrated
  -Need the ability to give customers the ability to "subscribe" and depending on what the customer picks the website will generate the content and notify them via email, app or website that their content is ready for viewing. But, when the time period is over, they loose access to the content.
