HTML 5, responsive design, Wordpress or Expression Engine, CSS, Javascript
Additional Info
I'm a graphic designer and I frequently work with a web development agency on responsive websites. I designed a new responsive portfolio site for myself but I would like an unrelated 3rd party to handle the coding/development. I am happy to show the comps and explain in details some of the hover effects, etc. if you want to see before you bid. I need it to operate on a CMS (Wordpress or Expression Engine preferred) so that I can update the portfolio/blog components frequently. I'm willing to listen to alternative ideas for execution of certain components as well. The site has five nav elements: Home, About, Work (portfolio), Contact, and Blog. I think it's about 1-2 days of work, but you will know better than me.
You can view the comps here -- I envision most of it being single page scroll, minus the blog, which would take you to a separate page and then its children. Portfolio detail pages would be separate as well. It's possible that the portfolio browse might be too much for the one page format, in which case I might just put top projects there and have a "more" link, which would take you to a full portfolio browse. Please note all photos are comps at this point, for the home photo (s), it will just slowly change to different pics with different text. For the about page, I'm going to fill with 10 different pics.
If that blog functionality is too difficult or requires massive amounts of hand coding, I'm happy to do a more traditional approach with possibly 3-4 entries populating hte main area and then you click to get to the detail page.
