Programmer looking for a Designer for long-term partnership

  I am looking for a designer to trade projects between over a long period of time. I often have side projects for people and while I am skilled with front end web technologies (html, css, javascript) and modern design frameworks like bootstrap. I just don't have that eye for design. I can get by and create decent looking sites but I'd love to have someone who this comes naturally to that will work alongside with me. It is not required that you know javascript (and the frameworks like jquery, knockoutjs, etc) but I just thought it may be nice to be able to farm some of that process off so I can focus on the backend. What I need is more of an html/css guru and any proficiency in js is just icing. I am not looking for people who can only draw pictures of sites in photoshop and then I have to attempt to chop them into html and css. I find that this process just doesn't work as well as starting with the end result format from the get-go. Thanks!
