Designer looking for a Programmer for 1 job

  I am looking for someone who can design a WordPress theme that mimic this site: http://www.psjinvest.cz/en/
  
  The client wants this design with his content. The home page images should be pulled from a category. I can customize the theme so no need for color, type or other styling, just the functionality.
  
  Design needs to be responsive and with a theme option backend for selecting the category that will be used in the home page.
  
  Some of the work has already been done. See here: http://pbtutorial.com/invest/ but the home page content is not linked to the category like I want it to be.
