Entrepreneur looking for a Programmer for long-term partnership

  I've been having trouble lately keeping all of my stored templates in one folder and have an amazing idea to help store, track, and view stored templates. Only problem is, I don't know how to create apps/programs for windows. Last VB course I took was in 2005 and I'm sure ALOT has changed since then (considering I learned it on XP).
  I have the vision, I just need a partner who knows how to build it for Windows (with plans to expand to Mac in the future).
