Designer looking for a Programmer for 1 job

  I am looking for someone to create a digital download system for an e-coupon. All of our members will get access to the e-Coupon via email. (perhaps in a link that expires?)
  
  Downloads must be restricted to members only (the download is free so there is no shopping cart required) However, each member MUST BE retricted to download the eCoupon only once. (or maybe twice?)
  
  The member names & email addresses are stored in a database using Campaign Monitor (http://www.campaignmonitor.com/) and using the CM API may be required (http://www.campaignmonitor.com/api/)
  
  I am open to your ideas as to how this can work as well as the cost. I look forward to hearing from you! Thank you
