Entrepreneur looking for a Programmer for long-term partnership

• Required Knowledge

  Ability to create a custom CMS using latest web development techniques, including writing apps for mobile devices - iPhone, iPad, Android.
  
  Primary requirement - Development of website/system.
  Secondary requirement - Mobile devices.
  
  Development of a CMS + LMS (Learning Management System).
  I'm thinking of using Joomla as the basic platform and build the extensions on it. (What do you think?)

  I'm based in Singapore, and I'm experienced/skilled in business management, project management, web development and education.
  
  I have lots of experience in the online world and web development, and I'm looking to team up with like-minded individuals (programmers and entrepreneurs) to create an education portal and hub for the education industries, namely the schools and private institutions to help teachers and students connect and learn.
  
  I have a business model (as well as the system requirements, work flow, features, and process models), but I need to have programmers and designers who are ready to take on this journey with me.
  
  However, I hope you understand that I am NOT a VC, so I do not have funds to pay you exorbitantly for your work.
  
  This means I'm looking for permanent partners for this business venture.
