Designer looking for a Programmer for 1 job

  I need a programmer to complete the programming of a web design. Need a CMS built in, need the programmer to optimize webcrawl and publish the site (domain and hosting is looked after. Programmer will be supplied a PSD file. Specific fonts and styles are used in the site. The site is really basic in its design, typical... design... header bar, two columns, footer. All art will be supplied. Site needs to be smart phone friendly. Programmer must use his or her own webspace for proofing. Client wants to expand the site and add an e-com section at a later date (potential for more work in the future). I will pay awarded programmer via email transfer.
