Designer looking for a Programmer for long-term partnership

  Looking for a long term partner that is highly skilled taking a psd design, coding it to html and css. They must also know how to code it into popular CMS like Wordpress and joomla.
  
  I can do all of the above but I am not that great at it except html and css. I have upcoming projects coming and I needs a programmer on call.
