Designer looking for a Programmer for 1 job

  I am looking for a developer to work with on some of my upcoming projects, so this may lead to more work.
  
  I am a graphic designer and I am trying to get my portfolio site to the place where it needs to be. I have some of my site coded (the HTML and CSS) and it can be viewed at http://www.bigbearaesthetics.com/evanmade.
  
  I am looking to get some specific functionality and hopefully I can give enough information so that an accurate quote can be given.
  
  HOME PAGE: This needs to dynamically update the recent posts (3 or 4) and the featured work should show 4 projects that I choose (will be hard coded).
  
  PORTFOLIO: This page needs to be able to be filtered by tags or labels or what ever you want to call em. I want there to be a drop down on the portfolio link that matches the list under “filter” in the right-hand column. If i need to add to this list, I want to be able to. I also need to be able to add new projects, have a place to upload the thumb (no resize needed, I will pre-crop all images) and where I can choose the category of “tag” that will apply to each project. To see what each project will look like, click one of the thumbs (it’s just an image but I need the “previous” and “next” buttons to work).
  
  BLOG: I am looking for nothing too special here. Perhaps something through wordpress or some other blog service. Pretty simple, really.
  
  CONTACT: This page doesn’t need to be dynamic but I do need the form to work. I want it to validate email addresses and require an email – nothing too difficult.
  
  BANNERS: The banners (orange part with large text) will be written later and I don't eactly need this to be dynamic. I want a specific thing to be static on the index and contact pages. For everything within the portfolio (the portfolio page itself and on the individual project pages) I want to have a collection of snippets that will rotate at random. Same for the blog pages. This is a bit "dreamy" but if you could give an additional quote to make the top text on the blog landing page to be my twitter status, that would be nice, but probably in the future.
  
  I don’t know if this can all be done in wordpress or not. If it can ALMOST be done, I will be slow to consider it and we may need to go custom. I do, however want to go the quickest, simplest route. I just need these functions.
  
  Remember, the basic HTML and CSS is done. So I don’t want to pay someone to re-do that part. Just make my design and code into a dynamic website.
