Designer looking for a Programmer for 1 job

  I need a programmer to develop a simple CMS site. I will supply design(s).
  
  Example website client has referred to: http://www.wezimbabwe.org/
  
  Website is for a Charity, and to include the following UI:
  1) Email Subscribe Form
  2) Simple e-commerce solution for taking payment of donations. Exact payment solution TBC.
  3) Liquid navigation (vertical)
  4) Example of pages to be included in the website (exact pages to be confirmed once project has been agreed/signed off): Home, About, Case Studies, Contact
  
  Needs to be live by Middle February.
  
  Please advise on cost for the development of this project (flat fee) and only if you can do it within the requested time frame.
