Designer looking for a Programmer for long-term partnership

  I have the final design(s) for a website that I need developed, with a turn around schedule of up to 3 weeks.
  
  Site to included CMS.
  
  Current project has been 'planned' to include development using Drupal, although stage 1 is a simple CMS site, there may be future add-on's that require the website to scale up in functionality, and initial tests showed Drupal to be a good solution.
  
  Alternative options welcomed.
  
  Only looking to work with a UK developer.
