Programmer looking for a Designer for 1 job

  I require a designer to design a website for my new site www.bidspire.com it will need to be coded in valid xhtml and css by the designer and should be of a very high quality.
  
  The designer will be required to provide a portfolio before the job can be accepted.
  
  In return i will code any php and mysql script which takes the same amount of time as the design. (i need this design asap so i will code longer if it can be done quickly and well, i will not accept people trying to tell me it takes 40 hours to do a design and other lies to try and get longer coding.)
