Designer looking for a Programmer for long-term partnership

  I currently have my own website at http://www.theworkof.co.uk but I need it redesigning. I'm a graphic designer, but not a coder. I know exactly what I want and I have a mockup of the design complete. What I need from you is a fully functional site in terms of coding. These are the things I require:
  
  - A user-friendly backend that allows me to upload images to be displayed on the site. These images will be accompanied by a short description. This will be classed as one item (An artwork).
  
  - A way to sort each artwork by category (i.e. Print, Web, Identity, etc). When a user clicks on a category, the page will reload with a list of artworks in this category. Categories need to be expandable so I can incorporate more at a later date if needed.
  
  - A footer, visible on all pages, which will house a blog. People will be able to comment on each entry.
  
  - A seperate page for a bio.
  
  - A seperate page for a contact form.
  
  - Website statistics.
  
  These are the main requirements of the site. Further details can be discussed.

  Ideally, I'm looking for an exchange of services and I'm also looking for an ongoing partnership in future projects. If you need a logo designing, or a website designing I would work with you to design it. I would like to work on more projects together which would benefit us both.
  
  Alternatively, I can also offer payment without an exchange of services. If you would prefer this, then I would appreciate it if you could leave an approximate quote for the job.
