Programmer looking for a Designer for 1 job

  I am looking for someone to work with me to produce a UI for a web application I have developed. It is targetted at the education sector and is quite data intensive. I'm looking for a clean, simple and uncluttered design. Here are some designs I like:

  As you can see, those are all web applications and not strictly web sites. Ideally, I'm looking for a front end / UI developer with experience of working on a web application.
  
  The web-app has several different sections but they all largely follow the same document structure and style so the bulk of your work will involved designing a master template. It should include:
  
  - An area for the main content
  - A sidebar
  - Main navigation
  - Sub-navigation
  
  The programming work is complete, this is strictly xhtml/css and graphics work. The budget is $500 USD and the time limit is 3 weeks from project start. Please get in touch with a link to your portfolio if you are interested
