Designer looking for a Programmer for a few jobs

  We need help implementing a CMS for a new client site.
  
  The site, about 24+ pages, will use quite a few customizable banners that appear on most pages. These banners help inter-link the site and promote other services the client offers.
  
  We have had some experience with Drupal and WordPress CMS systems, but are open to input and suggestions. We need something that is easy for the client to use (adding pages and editing content on their own), but also scalable to add features later (Connections to FileMaker database, etc.). We prefer Open Source solutions and will not consider any 'home brew' applications.
  
  The site will have 3 forms that we'll need to create. All of the data from those forms will be sent via email to the client.
  
  The client needs to get the site up by the end of the month.
