Programmer looking for a Designer for long-term partnership

  I need someone to create at least 10 templates based on other templates and examples I will provide, they have to use standardized elements, such as forms, pagination(for example I have more than 15 pagination css styles for same html) so css files and xhtml templates would show off all elements on the sample page.
  
  This is a brand new templating system I am developing, which will allow my clients to change any color of their website, including colors of images, because of this the css templates have a lot of never previously used elements, so you will need to learn the requirements as you create the templates, we will also create more functionality as we go along.
  
  I already have the templating system working with a single template, the thing works, just need a great designer to add more layouts.
