Designer looking for a Programmer for 1 job

  I need a script that has:
  Register/Login capabilities
  Profile Page (with option to make profile private)
  Ability for Registered Users to comment on blog posts
  User can create a "ticket", recipient gets email notifying of this and can come back to the site to view/reply to ticket
  
  I don't care if it's a custom script or modifying an open source script, as long as it works and doesn't violate copyrights. It needs to be PHP.
  
  This is a rush job, so the sooner we can get started, the better.
  
  Deadline for completion: February 8th
