Programmer looking for a Designer for 1 job

  I'm looking for an extremely talented, reliable designer to work on potentially quite a few projects but we'll start with just 1 ;)
  
  You must be :
  * fluent in english (as a first language is prefered)
  * Knowledgable of (x)HTML & CSS, although you will not be required to code the layout, you will be expected to give some consideration to the constraints of the semantic web in your designs.
  * Reliable - I cannot stress this enough, you must be contactable and deliver on time
  
  I will not consider any applications that do not include the following:
  * Hourly Rate
  * Average time to design moderately complex layout/interface design (eg. How many billable hours)
  * Average turnaround time from commision to delivery of finished work (client delays not withstanding)
  * Link to your portfolio website (link to your site only, do not include a list of links to recent works - I'm only interested in working with those who have at least the organisation to put together their portfolio in a well presented format)
  
  The majority of the work will be in the area of web-based simulation games so experience in the area would be valuable but not essential.
