Designer looking for a Programmer for 1 job

  I am looking for someone who may have had some experience with social networking websites. I have a potential job offer but I do not know how to quote it because I am not sure what all it takes programmatically.
  Basically it is a site like friendster or meetup.com where people can join, create profiles, pics, friends and so on. The difference is that when you sign up you fill out a form that ask all types of questions and from that form it will match you up with people with the same interest. This site requires you to meet up with others and have social gatherings away from the web.
  
  There will also be a requirement to be active on the site in order to keep your account so you will need to rsvp for events and post comments on activities in order to keep your account.
  
  If you feel confident in something like that or have some experience in that market, please get back with me and let me know.
  
  I am looking for someone who will be willing to work with me on this project if I get the bid but need to know a time estimate for something like this in the programming area.
