Entrepreneur looking for a Designer for 1 job

  I'm looking for a designer to overhaul the eBay auction template found here:

  The listing should be similar with areas for:
  
  - A header with logo
  - A primary picture
  - A section for 4 other thumbnails of other item listings
  - An item description
  - Full-sized images
  - Terms of Service (payment, etc)
  
  Basically I'm looking to clean up the listing and give it a more professional look & feel. This seller has many other listings which use the same template:

  Note: I am a programmer and I know my way around CSS/HTML. For this job, I am looking for an artist/designer than can give the eBay listing a professional look (not just a programmer with excellent CSS/HTML knowledge).
  
  Similar colors, or explore other schemes (perhaps we can agree on a set of colors. IE: greens for garden items, blues for nautical items, etc..)
  
  I have $200 for a base price but I'm willing to pay more based on additional quality work (custom icons, logos).
