Programmer looking for a Designer for 1 job

  Hello all.
  
  I require someone with strong CSS and XHTML skills (Possible JavaScript for hiding <divs>?). People who want to apply should *Understand* English well (Strong English speaking people only please).
  
  If you are going to apply/comment please provide working links to recent work that you have done (CV/portfolio/live websites/own websites).
  
  I currently am in the early stages of a project which needs a facelift. The URL of the project will be sent on request.
  
  I am in need of a fairly simple too the point hassle free smooth clean design.
  
  The target audience of the website need a hassle free visit. Their attention should be focused on the center of the page when they first visit.
  
  What i require is just design work, i need a main page (one (1) single page - index.html) and also a type of "header" for other reasons (header.html).
  
  (header.html will not be related to index.html).
  
  I have a done a quick mockup of what i require - Designers are of corse welcome to suggest what ever they please (you are the designers after all)

  Hopefully from the image you should be able to see breifly what i require. the Arrows repersent <divs> which i would like to be hidden/visible when clicked/mouse rollover perhaps?

  This is a very simple bit of design work but strong CSS skills are required here, header.html will be included within other peoples websites which means your CSS here can not interfear with their website, just as their CSS must not interfear with the header.html (CSS Order Of Precedence unique class/ids etc)

  I myself have a small knowledge in html etc which may help our working relation ship.
  
  The project in question will have several addresses and thus a strong "site identity" which relates to a single domain (logo etc) will not be required)
  
  Code must be clean and efficient and output must be rendered as close as possible on all modern browsers.
  
  
  What i am willing to pay is negotiable but please - be realistic. I will not pay $200 for a premade template that you have edited in dreamweaver in under 5mins.
  
  In summary i require a template that i can edit and add content my self.
