Entrepreneur looking for a Programmer for long-term partnership

  I am looking for a partner to develop a website that I got running without being a programmer back in 2002 on a highly sought after domain name (every time I renew the registration get a few offers) that has a history that goes back to 1998. Back then a company started a gift registry website that drew millions of dollars in funding but failed during the 2000-2001 bubble.
  
  I bought the domain name in 2002 and developed a different concept in the basically the same area (gift giving). Even with my limited programming abilities I developed a system to recommend gifts using Coldfusion and some advanced MS-SQL. My hosting company went belly up and I had other commitments at the time, so I let the project go in a prolongated sleep which I intend to bring it back from. Every time I think about it, I think of how a good idea this is; but, like with every project, it needs a lot of effort. Not really money, but effort and commitment. I also invested on getting some excellent artwork which I still hold.
  
  I am thinking about changing the choice of technology to PHP/mySQL + that can probably build on top of a clean CMS like drupal.

I am looking for a good programmer with high regards for ethics. Some math and statistics are a plus as the technology at the backend requires it.
