Designer looking for a Programmer for long-term partnership

  We are looking for a programmer to help us develop a bare-bones CMS from scratch. We are looking for an easily packaged solution to brand and sell locally, but applicants must be prepared to be responsible for the genuine source code legally.
  
  We are looking for a basic solution that can offer News and article publishing and editing, images upload and publishing. Applicant must also be prepared to work with modular extensions based on client upgrade wishes.
  
  We are willing to enter into a partnership where we split license-income, but must retain all access to and rights to code etc. Long-term contract can be made with the right applicant.
  
  We are interested in a genuine solution made from scratch.
  
  We are a design agency selling websites to small and medium sized businesses and organisations, and this solution will be the basis of future website-contracts.
  
  Our services include front-end design/usability and xhtml/CSS production and deployment, but not development/back-end.
  
  We are also interested in paying a fixed fee for your services, but then mainly with a corporation/ not a person.
