Programmer looking for a Designer for a few jobs

  We are looking for one or more designers to sub-contract our future design work to. Our clients are mostly small and medium size businesses, though there may be opportunities to work on some of our web application projects as well.
  
  Here's how we would like it to work: We send you the client's specs along with a down payment. You develop the design and send us a screenshot. Once the client approves the design we pay the remainder and you send us the Photoshop file.
  
  We're looking for designers who have an eye for good, modern design. Knowledge of web standards, usability, and accessibility will help. A quick turnaround time is also important. We prefer to receive Photoshop files, but if you prefer Illustrator/Fireworks/whatever and we like your work, we'll make an exception.
  
  In your response, please include your rate (a price per project would be ideal), link to portfolio, and any references.
