Designer looking for a Programmer for a few jobs

  I have a few projects on the horizon where I will need a developer. A couple example projects I will need completed:
  
  1) ID Badge Ordering System: A website where users can enter data and upload their picture and the system drops it into a PDF and saves it to a database so I can print it later.
  
  2) Website: I have a website designed in photoshop that I need to have developed. It will be fairly simple actually but it does have some outside logins.
  
  3) Office Directory database: This will be a form that various offices locations can fill out statistics about them and update it every month. After they fill it out, other offices will be able to view the stats.
  
  Of course I will elaborate more on these projects for those who are interested. I am wanting someone who KNOWS the appropriate languages - not someone who says they can do it but later I find out they are learning as they go along.
