Entrepreneur looking for a Programmer for long-term partnership

  I've created a website called Video Almanac and I'm in need of either some cleaning up of the code or a whole new site. My site is a video sharing site. I recently had the website rebuilt by someone I found using Scriptlance.com. While the cost was low, everyone I used was located somewhere in Romania, India, Bangladesh or Turkey. That has plusses and minuses, but right now I'm in need of someone a little closer to home with whom I can communicate more reliably and quickly in order to get little fixes done and eventually redesign the site upon landing funding. I'm looking for a programmer who has experience with PHP and MySql and probably drupal for the redesign. I've been talking with a large publication about partnering with them. I need to get an idea rather quickly about how long it would take to redesign the site and what the cost would be.
  
  I'd prefer someone in Atlanta, or at a minimum someone I can contact at least via phone easily.
