Looking for a Web developer/programmer to create a public transportation routing solution for a bus company. I have found a site that that has similar functions to what I am looking for:

I am considering many possibilities, including integration with Mapquest API's:

However, Mapquest is only one of the options I am considering. Any other technology, code, or software might also accomplish the task. Cost effectiveness is a must.
One of the most important requirements is that the customer enters in a starting and ending location that is not necessarily a bus stop itself, but the resulting display will show the closest pickup and drop-off locations, the route, and the times of departure and arrival, including alternate departure and arrival times.
Another desirable feature is that the customer having the capability to download a dynamically created map that shows his/her specific route, and the directions to the bus stop itself, and the directions from the ending bus stop to his/her desired destination point.
If eliminating or modifying any of my desired features reduces programming cost dramatically, I'd like to hear an alternative reduced cost solution as well.
I need someone that is easy to work with, who I can trust, and is looking to establish a business relationship for similar projects in the future. Cost effectiveness is a key.
