Entrepreneur looking for a Designer for long-term partnership

  I run several companies that service both local and government entities. My goal is to develop a long term business relationship with a web designer. Our current business model allows us to make five to six bids a month to local business spanning from Pensacola, Florida to New Orleans, Louisiana. The current award rate is 50% to 60%. The award rate will improve because of a recent partnership with a local company who is a hardware provider with a 140 client base that who his gladly promoting our services.
  
  During the proposal process, we would like our designer to provide three mockups to demonstrate to our client how we envision their project and this gives you the designer an opportunity to present a more accurate quote. If we win, you win. If we lose, you lose.
  
  The critical skills that I am looking for is someone with good communications skills, willingness to answer questions in 24 hours, and can deliver clean websites within a timeline.
