Designer looking for a Programmer for a few jobs

Im looking for someone comfortable taking on small tasks like contact forms, and minor CMS components, solidifying css/xhtml (looking for serious expert in this), rollover nav bars, and the like.

I need this person to be accessible by telephone (and preferably IM) and a quick turn around time.
